how can my pc allow certain apps to work without ruinning my router?

hello so i have docker and another app and whenever i launch them the internet in the house stop working, some websites like telegram or so still work but other then that the internet doesnt work at all, my question is can i allow the pc in settings or something to allow this apps to work without ruinning internet on others on me or is there like something in router that i can do to solve this issue? thank you.
