Why doesn't the portal reflect my upgraded VM OS?
For a long time, in-place VM OS upgrades were not supported in Azure. You can currently see guidance in the official documentation for in-place upgrades however this guidance is being updated due to an increased number of support requests from customers who were performing in-place upgrades. While you may be able to complete the upgrade, long term stability and feature compatibility (much like the portal issue you are seeing) of in-place upgrades has proven not to be reliable which is why they are no longer recommended.
If you would like to upgrade from one version of an OS to another, the recommendation is to create a new VM with the OS/image that you would like. Additionally, a good practice would be to put your data on a separate disk (and not the OS) to help make management and migration easier.
