I have a group of external partners that need access to some SharePoint site and although they have been added to Azure they still cannot access the sites, I have removed and re-added them all seems to fail.

There are restrictions in SharePoint Site Collections, SharePoint broadly and M365 admin to give various restrictions on external users and external collaboration. Let's start with the error and go from there.

2024-04-17T21:16:40.1366667+00:00 Thank you for your response. The Northern Marine employees are in our system both as guests and as Contingent Labor. They have an @stena.com email and the other is an @chevron.com email. This is the error message.
