The issue could be due to 2 reasons:
- The account has been created with same name again.
- The account deletion is still in progress at the backend or probably stuck as a result when trying to create account with same name, it lands into exception.
The best will be to raise a support ticket and you can do it via Azure Portal.

You can navigate to any other storage account to raise the support ticket and mention the concern and the storage account in question in the case verbatim.
