How do I get to submit a request to pay by invoice?

When trying to raise quotas in Azure we're told we need to pay by invoice instead of credit card.

When trying to do this the guide says to submit a support request:Capture6

When doing this:

I'm shown a useless solution of doing the exact same thing:Capture4

Putting me in a loop not going anywhere. This might be the most frustrating experience I've ever had with any support.

Please help me. I've tried various options when submitting support requests just trying to get to the part where I can ask for help, but they all end in useless semi-random solutions.

    Hi,

    The "trick" to getting out of the loop, is to click Return to support request in upper left corner, then click Next and continue filling out details of the case and submit it.
