How can I migrate and manage an on-prem Distribution List in 0365 online?

Hi I am trying to migrate and mange an on-prem distribution list to cloud. The DL was sync to cloud from On-prem which i can actually view but can't mange them with the error message "You can only manage this group in your on-premises environment. Use 'Active directory". When i try to recreate the DL manually in cloud, it say the DL already exist. So how do i migrate or manage the on-prem DL in 0365 online without using the Exchange server?
