Developer Portal - "Publish to your org" page not loading

I'm trying to publish a newly created App to my org via the Developer Portal:
https://dev.teams.microsoft.com/apps...
Everything is seems to be setup correctly. The package validates with the online validator. But when I go to "Publish to your org" the page just spins.
Thank you for any ideas....

2024-04-29T11:39:28.07+00:00 Michael Karampalas - Engineering team has looked into this issue and said that it looks like the tenant which you use to publish the app doesn't have a valid M365 license and that GraphQL query denies an access causing failing on Teams Developer Portal side. Currently Teams Dev Portal doesn't check license and relies on Microsoft GraphQL.

2024-04-25T17:38:07.29+00:00 The network tab is too large for single screenshot, but I've included the errors and the console errors. I'l add the rest of the network tab as soon as I get it captured.
