Can custom auto scaling(rules based) of the app service plan exclude a webapp?

According to this document, app service plans can use per-app scaling. Is it compatible with custom auto scaling(rules based)? That is, custom auto scaling excludes one application and lets that application use a fixed number of instances, while other applications customize autoscaling.

I tested it. It doesn't seem to be working. Here I want to confirm whether it is the design or the bug?

    @Gallatin 21V Please note that this feature is only available for standard tier or higher. Can you please confirm the tier of your App Service Plan?

    Can you further describe how this does not appear to be working? Is App1 running on 10 instance and App2 is also running on 10 instance but you've only set App2 to run on 5 instances?
