Client updates from an offline WSUS server not working

Hi,

I am a newbie to WSUS, please pardon me if I have missed some basic configurations.

I have a WSUS server configured in hyper-V. This server is disconnected from the internet. I have another WSUS server which is connected to the internet and is able to download the necessary updates.

I also have a windows 10 1809 LTSC client which is connected to my offline WSUS server. The offline server is also able to recognize the client as the registry setting is already done. The client is part of a domain server also running on the same hyper-V as the offline-WSUS.

Updates for windows 10 1809 are downloaded and exported from the online-WSUS server using the wsusutil.exe utility and imported on the offline WSUS server successfully. I am also able to approve the updates for Win 10 1809, the server also shows the required updates to be installed on the client machine. But, the console shows "This update supersedes another update. Before you decline any superseded update, we recommend that you verify it is no longer needed by any computers. To do so, approve the superseding update first"

It also shows " The files for this update have not yet been downloaded. The update can be approved but will not be available to computers until the download is complete", I am unable to understand why it is downloading the update when i have already imported the updates from the online-server.

When i check for updates on the client machine, it is unable to update from the offline-WSUS server.

    Run a wsusutil reset on the Online system, wait 24 hours, and then export/copy/import again.

    1. Did you approve and download the updates on the online system?
    2. Did they fully complete on the online system? Expose the File Status column - https://www.ajtek.ca/wsus/how-to-setup-manage-and-maintain-wsus-part-2-computer-groups-update-views/
    3. Did you export AND COPY the WsusContent folder from the online system and then copy the WsusContent folder to the offline system and THEN import the metadata to the offline system?
