Azure Maps does not provide 3D maps of cities like google earth at this time. I don't believe there are any plans for this in the future. Azure Maps provides flat 2D maps. It is possible to bring in elevation data and create 3D terrain, however, if you are going down that route, consider using Cesium: https://cesium.com/
