Does this issue occur when you tried to sign in via File>Office account Or add accounts in Outlook desktop client?
In order to further confirm if the issue is related to Office, it's suggested that you could open other programs to check if the error persists, just like Excel, Word, etc.
If the issue occurs with other programs, i'm afraid that the issue is related to Office activation issue, please refer to "Office error code 0x80070005 when activating Office".
If it doesn't help, or the issue is only related to Outlook desktop client, please try the following steps:
- Remove all entries which has "Office" or "Outlook" in the name via Control Panel > Credential Manager > Windows credentials tab.
- In windows Settings > Accounts > Access work or school, remove the account and add it again and then log in to check the result.
