Thank you for posting query in Microsoft Q&A Platform.

Yes, if you have only ADF resource without doing anything it, without running any dataflow or pipeline in it, then it will not cost.
But, It seems you might have ran few pipelines either in debug mode or live mode. Or you might have performed data preview in dataflow or executed dataflows in pipeline. These things will charge on subscription.
