I received a charge for Azure compute for a number of days when the status of the service was "Set Up Failed", why would I be charged when the service failed to start.

I am using Azure Machine Learning for personal purposes. I activate the compute resources when I am using the service and it automatically shuts down after an hour. On the days when I use the service I generate a couple of dollars of compute charges. I have been charged $11 a day for the past week. When I investigated, the compute was showing an error "Set Up Failed". So it seems that I was charge for the compute resource for the entire time it was in a failed state. This doesn't seem right to me. I can't seem to find a way to reach support to challenge the cost.

    I can't seem to find a way to reach support to challenge the cost.

    You must have the appropriate access to a subscription in order to create a support request for it. This means you must have the Owner, Contributor, or Support Request Contributor role, or a custom role with Microsoft.Support/*, at the subscription level.

    If you have the required role permissions, you can create free billing support ticket to know more details about your cost and charges. create a support request.
