We suggest you try the following solutions:
Check if the Windows service is running properly in the Service Manager
Check for any user configuration issues. You can use other users to log in and check if the start menu can be opened normally. If other users can use it normally, the problem may be related to specific user configurations. If the issue only affects specific users, you can try creating a new profile for the affected users. Back it up and delete it, then have the user log in again to create a new configuration file.
Run the system file checking tool to scan and repair potentially damaged system files. Execute the sfc/scannow command at the command prompt.
Check if there are any uninstalled updates in the system.
Try starting the server in safe mode to see if the start menu can be opened. If possible, it may be caused by conflicts between certain applications and the start menu. In safe mode, disable the recently installed applications and re enable them one by one to determine if there are any issues caused by the applications.
Check the system event log for any errors or warnings related to the inability to open the start menu.
