Setting up a Sharepoint site with locked folders

Help!

I have created a sharepoint page for my company team which contains locked and unlocked folders. With the locked folders re locked pages (which i figured out also have to be locked down!). Despite being the site owner for the team page and being included within all of the folders (both locked and unlocked) I can only see the "locked" folders when I am in edit mode. When I republish the page, the locked folders disappear - as if i do not have authorisation to view them, which I do ! I have tried and tested with users around the business people who are both in the locked folders and those not, and visually the front SharePoint page looks and works ok for them, but for me ! I have checked all the folders and ensured i am included in them all, but I have hit a dead end !

I understand groups need to be set up as "O365" groups, as "ordinary" groups do not work when it comes to selecting for "target audience" ? So my locked down folders have been created using O365.

Where am I going wrong ?
