Owner is the Azure built in role to control access to Azure resources.
To access Microsoft Entra ID, you would require Entra ID roles.
Azure roles and Microsoft Entra ID roles are two different types of roles that serve different purposes.
Azure roles are used to manage access to Azure resources such as virtual machines, storage accounts, and databases. Azure roles can be assigned to users, groups, and applications at different scopes such as subscription, resource group, or resource level.
On the other hand, Microsoft Entra ID roles are used to manage access to Microsoft Entra Identity. Microsoft Entra ID roles can be assigned to users, groups, and applications at different scopes such as directory, directory role, or application. For example, User Administrator, Application Administrator, Groups Administrator all grant permissions to manage resources that live in Microsoft Entra ID.
To access or gain full control on Microsoft Entra ID, you need to assign Global Administrator role to the user. However, it is recommended to assign least privileged roles to the users.
In summary, Azure roles are used to manage access to Azure resources, while Microsoft Entra ID roles are used to manage access to Microsoft Entra Identity features.
