The problem looks strange, could you please check if there any locks at Resource Group/Subscription level which might be affecting the deployment process.
Also, try to cancel request and retry if there could be other network related issue, we can check by retrying if works.
If above does not help, we recommend you to raise support case for deeper investigation of the case. Let us know if you face any issue in doing the same.
