Custom policy - Forgot Password flow not working in Terms of Use custom policy

We are making use of the sample custom policy given for SignUp-SignIn with terms of use. Terms of use & sign-in/sign-up works fine but the forgot password flow is not working anymore.
The policy that we used - https://github.com/azure-ad-b2c/samples/blob/master/policies/sign-in-sign-up-versioned-tou/readme.md
SignUp SignIn policy that is used for the TrustFrameworkBase - policies/sign-in-with-authenticator/policy/TrustFrameworkBase.xml The only change done to this is we removed the facebook exchange related policy.
Tried following this steps - https://learn.microsoft.com/en-us/azure/active-directory-b2c/add-password-reset-policy?pivots=b2c-custom-policy but that doesn't work fine either. And this does not seem like a straight forward approach to fix as well. Is there any other resources on how this can be fixed?
