How to update custom app completely on all outlook clients?

Hi,
I removed integrated office (outlook) app in Microsoft 365 admin center and added a new version of this app, but only the old addin version is offered on most outlook clients.
After 12 or more hours, only a few outlook users got the new addin, currently the tenant admins. I checked it in Outlook on the Web.
Is this because of the same ProductId of the old and new addin version? How can I enforce app update in outlook? Will the app removal or deployment faster if I use a user scope? Is the deployment of a test app slower or faster?

What do you mean about “office (outlook) app" or "new version of this app"? New Outlook for Windows client? Or an add-in you developed?
