How does Intune license verification work?

Hello, I have a few questions that I haven't found an answer to.

Intune license is per user. However, a user may have multiple devices. What's stopping you from using one account to add devices to Intune and transferring those devices to users who don't have an Intune license?

  1. If a user with a license that includes Intune performs device enrollment, will it be deleted? As far as I understand, the devices will remain Intune MDM managed? The current situation is that many users have a license, but their devices were added under the same service account.
  2. It turns out that it is not necessary for all users to have licenses that include Intune. It turns out that you can use one account to complete adding devices to Intune.
  3. The same question about Defender for Endpoint. If the device was added to Defender for Endpoint through Intune. How is the license calculated in this case?

If the license were considered per device, it would be clear that each license for a device managed by Intune and registered with Defender uses one license. But when the license is per user, it is not at all clear how the license is calculated and what will happen to the devices when the user loses the license.

    Intune license verification operates primarily on a per-user basis, but the nuances of device Intune is typically licensed per user, meaning each user who needs to enroll devices into Intune requires a license.

    Users with Intune licenses can enroll multiple devices, but the devices themselves aren't licensed individually. Instead, the user's license grants them the right to manage those devices through Intune.

    While a user with an Intune license can enroll multiple devices, there are measures in place to prevent abuse. For example, devices can be reassigned to other users, but this process is usually monitored.

    Similar to Intune, Defender for Endpoint licensing is also per user. When a device is managed through Intune and registered with Defender for Endpoint, the licensing is tied to the user, not the device itself. If a user loses their Intune license, the status of the devices managed under their account may be affected.
