The cells in column E contain text, not numbers. You can tell because the values are left aligned, not right like the numbers in column F.
Replace the 3 in the formula with "3", including the quotes, and see if that fixes the problem.

Hello. I was able to get help from this community several years ago in developing the formulas in the attached. Unfortunately, something is not allowing (at least some of) the formulas in cells L4:L15 to work correctly now. I know for a fact that the formula in L4 (selected in the attached picture) should be returning something other than FT3 since I can eyeball the data to the left and see that there are more than two rows meeting the criteria in the formula. It also makes me concerned that the data in the same cell ranges in columns M, N, and/or O may not be correct as well. By the way, there are 144 rows of data in columns E-I.
