Why cannot I not create an Azure VM in APL 2001 lab - Policy Erro 2898

I cannot Complete the APL 2001 - configure-secure-workloads-use-azure-virtual-networking assessment, due to a policy error every time I try to create a virtual machine, I have tried different computer types, Operating types, different regions and different security types but I get the same error, please could someone assist me this will be the second trying to do this assessment and having the same issue.
