Is there a place where the retail version on the Windows server 2019 ISO can be downloaded for in-place upgrade from 2016 to 2019 baremetal install? If I use the evaluation ISO that our software distributor sends a link to, the server wants to dump all the current applications, I want to try an in-place upgrade, as this is a "server" used as a remote workstation, in-place upgrade seems like it will be OK. We have never purchased 2019 standard with a disc before, but that has not been an issue with clean installs.

You cannot perform an in-place upgrade using the evaluation media, if you bought a Windows Server 2019 Standard license from a vendor, they should be able to provide you with the installation media.

If you have VLSC (Volume Licensing Service Center) subscription or Visual Studio Subscriptions, we could download Windows Server 2019 ISO image there.
Or you need to buy Windows Server 2019 license and contact with retailer for ISO image file.
If not, it is not available to get valid official Windows Server 2019 ISO.
