Red Hat 8 system occasionally will not bring up network interface on boot

Good morning, We recently build new Red Hat 8 CIS level 1 systems to replace some older Red Hat 7 systems. Some of these systems are controlled by Park My Cloud, so they get powered off over night and on the weekends. Once in a while they will boot up without bringing up the network interface. I can login on the serial console, issue a systemctl restart NetworkManager and systemctl restart cloud-init, and then I can SSH into the host. Or doing a reboot and then it will work. I read somewhere about an issue between NetworkManger and cloud-init, and verified we have the latest packages installed and the latest config files in place. Just not sure what else to do at this point, and wondering if anyone else is having this issue and has a resolution.
