Cannot reset password on microsoft account.

So my dad has for some reason been logged out of his hotmail account. We do not remember the password and the email linked with the account is no longer availbable. The problem is, we cannot get throught to reset the password with this "Verification process", even if he gives all the data and states everything correctly. We have tried twice and both times we got met with an instant "Yeah no your info is not good enough".What do we do in this case? Just continue trying? Any Ideas?

Also when logging in, sometimes there is the error: 0x80048823
