It seems like you're experiencing access denied issues after an in-place upgrade of your Windows Server from 2012 R2 to 2016, then to 2019. This could be due to changes in permissions or group policies during the upgrade process. Have you checked the permissions on the Scripts Folder in Sysvol to ensure they are configured correctly?

    Hello Sambhaji Khairnar,

Thank you for posting in Q&A forum.

1.Is there only one Domain Controller in the domain? If so, you can compare the default permissions on SYSVOL folder and scripts folder.

Here are the default permissions on SYSVOL folder.

2.If you have more than one Domain Controller, you can check if you have the same problem on other Domain Controllers. If there is no problem on other DCs, it may be caused by AD replication or/and SYSVOL replication.

3.Please check AD replication on PDC by running the commands below. If the result of these commands is OK with no error message, it means AD replication works fine.

    repadmin /showrepl >C:\rep1.txt

    repadmin /replsum >C:\rep2.txt

    repadmin /showrepl * /csv >c:\repsum.csv

4.If AD replication is OK, then please check SYSVOL replication status.

I hope the information above is helpful.

If you have any questions or concerns, please feel free to let us know.

    Best Regards,

    Daisy Zhou
