i want to access 3306 port from my machine. I have made necessary changes in inbound and outbound rules but i cannot access the port from MySQL workbench from my laptop. so, what i have to do so that i can access the port

(You had tagged the question with SQL Server which has nothing to do with MySQL.)If you are using MySQL outside of Azure, you are in the wrong place altogether.
