How to get out of recovery screen

I keep receiving an error code of 0xc000000e whenever I boot up my computer but when it gets to that screen no matter how long I wait my keyboard and mouse will not connect meaning I cannot do anything while on the screen. I have tried plugging in the USB that has my windows installation on it but nothing gets me out of the screen.
