trail plan in azure, create new function app stack on status Consumption and create nothing.

i have trail plan in azure, and try create new function app, and this stay stack on status Consumption and create nothing.
every time i try refresh the browser and try recreate again the function app, stack again on same issue.
even clean browser cache not helped, and sign out and sign in again to azure portal not change nothing.
i on the same problem a lot of time, please help.
