My Computer Cannot Open Certain Apps, Start, or Settings.

My computer cannot open certain apps and I am so frustrated. sfc and dism do not work at all, reinstalling my pc need windows protection on and apparently my pc cannot open windows security to turn it on. I cannot even use the search to open things on my pc. I need help right now!
