status code 429 preventing app deployment

Tried to deploy a simple web app, once the "create" button is clicked, it begins to deploy. It will stay in this "deployment" phase for eternity due to a status code 429 being present. Can't get in touch with anyone that can fix the code. Currently using azure as a student. So far, not impressed at all with this software, or the staff that is absent to correct issues.

- From where you are deploying your application like from local machine or using devops or git hub actions and also are you deploying code from visual studio or visual studio code?
- Help us documentation link, if you are following any documentation steps.
