My azure subscription is disabled because of security reasons

Hi I am trying to get ready for AZ-204 certification exam and activated the challenge on microsoft learning platform.
I realized that I had an account created many years ago with my main outlook email so I couldn't activate a Free account subscription and i don't think I used any credits back then. I tried to go pay-as-you-go option but i couldn't because my credit card didn't work with.
So I created another email adress and created another azure account but i had to use the same credit card because I don't have any else. This time it worked.
I created the account and finally get my free account subscription enabled. Since then I am trying to learn creating azure function app but because of an internal bug i couldn't success yet. Then I got a notification that my subscription is disabled because of security reasons .

So I am fine with these options

  1. Getting my main account activated with starter credits, let my credit card work and delete the second one.
  2. Activating my second account already has the starter credits and let my credit card work and delete the main one.
  3. Keep both of them and activate subscription and let my credit card work.
  4. Just activate the main account no starter credits and let my credit card work.( the least one i am happy with tbh)

I want to follow my career with azure cloud services. Please let me.

    I suggest you create a support request over here: https://azure.microsoft.com/en-us/support/create-ticket/. The ticket enables you to work closely with the support engineers and get a quick resolution to your issue.

    FYI: Azure Billing and Subscription Management support is included in the Basic Support Plan without any charge. https://azure.microsoft.com/en-us/support/plans/

    You can also try https://azure.microsoft.com/en-us/support/options/#support-plans and ideally the “Submit a support ticket” button will work on this page for them as a first step too.
