Got an answer from Microsoft support that this is a known error still under investigation. Workaround: Use dynamic scopes. Works from me using tags.

I've just finished the job with onboarding all kinds of Windows and Linux machines to Azure ARC. Believing that I was almost done, I surprisingly encountered problems of adding some servers to maintenance configurations to schedule updates.
Found out that this problem applies to Win2012r2 with ESU status "not enabled", but not all of them either. The activity log shows an "Internal Server Error (HTTP Status Code: 500)" error.
What can be wrong? Why has no one else apparently experienced this problem?
