    Hi Willhite, Shannon,

Thank you for reaching out to Microsoft Q & A forum.

We apologize for any inconvenience caused. The services utilized in Azure operate on a pay-as-you-go basis. Microsoft provides a free trial account as well.

I recommend creating a personal Azure account.

The Azure free account offers complimentary access to various Azure products for a duration of 12 months. Additionally, you will receive a $200 credit for the initial 30 days after sign-up, along with access to over 40 services that are available always free of charge.

You can sign up for Azure Free Trial subscription here: Create Your Azure Free Account Today | Microsoft Azure

There is also Azure Free for Students:

    Hi Willhite, Shannon,
We apologize for the inconvenience. The error message "You're not eligible for an Azure free account" could be due to several reasons:

    1. The email address was previously used for an Azure free account.
    2. The credit card associated with the account was used for an Azure free account in the past.
    3. Invalid or incomplete information such as address, phone number, or email address.

For further details, refer to the article You see the message 'You are not eligible for an Azure subscription'.

    Thank you.
