Yealink CP965 Error Message

I am having a rough time trying to get the CP965 working and hoping you can help.  I have created a resource account for the room it will be in and assigned it a Teams Room Basic license.  I also found this article and created a meeting room policy and assigned it to the resource account.  No matter what I do, the phone will sign me out with the error “Your current license is not supported on this device.  Ask your IT Administrator for details.” Any ideas?

    Teams Rooms devices should only be assigned Teams Rooms Basic or Teams Rooms Pro licenses*.* You can assign up to 25 Microsoft Teams Rooms Basic licenses to Teams Rooms systems in your organization.

    In this case, we recommend you see what license your devices have by going to Teams devices in the Teams admin center and see if it still healthy, and then selecting the device category (Teams Rooms on Windows, Teams Rooms on Android, and Surface Hubs) you want to see.
