I have a Dell Latitude 7410 running on WIndows 11. The touch screen is no longer working. This device cannot start. (Code 10) A request for the HID descriptor failed.

    The error message "This device cannot start. (Code 10) A request for the HID descriptor failed" indicates that there is an issue with the Human Interface Device (HID) driver, which is responsible for the touchscreen functionality on your Dell Latitude 7410.

    Windows has built-in troubleshooters that can detect and fix common hardware problems. Go to Settings > Update & Security > Troubleshoot, and run the Hardware troubleshooter.

    In Device Manager, right-click on the "HID-compliant touch screen" entry and select "Update driver software".

    Choose "Search automatically for updated driver software".

    If the above doesn't work, you can try uninstalling the driver and then restarting your computer. Windows will automatically reinstall the driver upon restart. See:
