As you mentioned that you are administrator of azure account, it means you are the administrator for this azure subscription?
Please kindly double confirm it. If yes, It should have the proper access to execute. Then please try:
- Clear the browser cache and execute the operation again.
- Restart/switch to another browser and access Azure Portal in a private window and try again.
