Bing resources are suspended for the subscription

Question

I have the Azure subscription that I use to test web search.

When I tried to create Bing Search API service I got an error:

         "code": "Suspended",
         "message": "Bing resources are suspended for the subscription"
     }
}

I looked at internet and found that similar issue has been already reported.

And my subscription is active.
