I have been trying to create an Azure Active Directory B2C Tenant for several days without success. I have followed all the tutorial steps and made sure permission and role settings are in order. Here's what I have done:

  • I have the role of Global Administration, Tenant Creator, and I am the owner.
  • My account has been assigned a subscription.
  • I only have one Microsoft Enterprise ID Tenant.
  • "Users can create Azure AD Tenants" is set to "No".
  • Microsoft.AzureActiveDirectory is registered as a provider.

However, I am still getting an error message:

  • Error code: BadRequest
  • Message: You do not have permission to view this directory or page.

    Hi @Anthony ,

    Thanks for reaching out.

There are some set of customers using Azure AD B2C and Entra External Id experiencing intermittent failures during tenant creation, update and deletion operation using Azure Admin portal or tenant management APIs. User authentications using Azure AD B2C application or Entra external Id Applications are not impacted.

Please use the links below to view the latest information about the issue in Azure Service Health and be sure to create a Service Health alert to be automatically notified should an Azure event affect you.

Our team is working on this to fix this issue.

    Hope this will help.

    Thanks,

    Shweta
