Can't Pay for Windows Developer in Partner Center

Hello, we have been trying to get a Windows developer account to publish applications in the Microsoft Store. However, on the Partner Center, when it comes to payment, we cannot pay.We have tried more than three (3) cards yet the error persist despite funds being available on the cards.
We have contacted our banks and they all said the transaction request is not getting to them.

2024-05-14T04:36:43.4133333+00:00 We have checked the details and they are all correct. We have contacted the banks for each card and they all said the transaction request is not getting to them.
And YES, all the cards gave the same error.

Go to Contact us tab , find Non-Technical Support - Dashboard and choose SUBMIT AN INCIDENT. You could talk to the store team directly and confirm this behavior.
