Cannot create a new Azure AD B2C tenant

Last week, I create a new Azure AD B2C tenant to use with a new app we're developing. I was having problems with getting it to work properly (users could never login) so I deleted the new tenant so that I could start fresh.

This morning, however, I am not able to create a new Azure AD B2C tenant. When I set it up and choose to create it, it fails with the message "Tenant creation failed" and no other details. I've searched other questions regarding this and verified things that I require to create a tenant (e.g., I'm not over max number allowed, I have the right role assigned to me) and can't figure out what's the problem.
