Cannot open support ticket to reactivate a disabled subscription

I have a subscription that has been disabled, with the message to open a support ticket to reactivate the subscription. When I try to create a support ticket, I get a error message that I cannot create the ticket because my account may have been disabled. How do I reach Azure support in order to start the reactivation process?
