If you have the correct permissions and licensing, it sounds like you might not be in the right B2C tenant or may not have followed all of the steps to create the B2C tenant. For example, if I go to my regular Entra ID (non-B2C) tenant, and go to B2C > Overview > the Identity Providers menu does not show.
