Unable to Connect to Wifi Connection before Windows Logon from Domain Joined Computer

I am looking to setup Self-Service Password Reset for our organization. The Password reset link from the Windows Sign-In Page is working when users are connected to the local network, however it's not working for remote users who are home. The issue is home users are unable to connect to their Wifi before logging into Windows. The Wifi connection appears and user is able to enter the password but it goes to No Internet, Connected... so there is no internet which is required for the password reset link to work. If the user plugs an ethernet cable into the home router it will work just fine, but for some reason I can't figure out why users are able to successfully connect properly to their Wifi before logging into Windows.

Any ideas on what could be happening?

    For this wireless connection issue, please kindly check the GPO setting and see if "Always wait for the network at computer startup and logon" under "Computer Configuration\Administrative Templates\System\Logon" has been checked or not.
