To turn auto bullets or numbering on or off in Outlook, you can access the options you're looking for by doing the following:

This does not work for me - I cannot see File/Options in New Outlook. For some reason all numbering options disappeared - I rate New Outlook way below Old Outlook, which was very intuitive and worked well, easier to navigate.
