Azure Arc onboarding via proxy

I'm trying to onboard a Linux VM into Arc and despite setting a proxy it seems to be ignoring it for http://agentserviceapi.guestconfiguration.azure.com meaning the onboarding doesn't complete.
Verbose logging shows the proxy is configured and my Network team can see the device hitting the perimeter firewall directly.
Agent Version is 1.2.20314.002 any ideas what I can do to force it down the proxy route?
