User CAL in case of third party application on a Server 2016 Virtual Machine

We wish to install Kyocera's (MyQ Ver 8) app and its database is (Firebird & Apache) on Server 2016 Server, do we need user cals in case of such third party applications accessed by our domain users?

Whilst We are having Server 2008 R2 as a domain controller , and we do have Server Cals and User Cals in compliance already.

our concern is only in first line of query please

    CALs are required for all users or devices that access Windows Server 2016 Standard or Windows Server 2016 Datacenter, so yes you will need Cals.
