You mentioned that your Azure ID is disabled, I infer that your Azure subscription is disabled, and you are unable to make payment. Since this is an Azure account enablement request, can only be solved by Azure billing and subscription management support. Please create a support request to Azure billing and subscription management team and they will help you enabling the account and making the payments.

FYI: Azure Billing and Subscription Management support is included in the Basic Support Plan without any charge.
