Application Insights logs are missing when DeveloperMode is false in JourneyInsights

When we set DeveloperMode equals true in JourneyInsights, we can get logs in Monitoring. This means that data can be queried from the traces table or other tables.
But when we set DeveloperMode equals false, All table data is empty.
We have checked the sampling is 100%.
I want to know why there's no log.
We use B2C, so there is no webapp to configure.
By the way, we can only query data from table customEvents

The telemetry will be visible in Azure portal typically in 3-10 minutes. Incorporating technical profiles as orchestration steps in the user journey will record the user's actions throughout the process.
