Using the Exchange Management Shell on the mail server to enable content filtering for internal emails, logs show that internal emails bypass content filtering, and policies are not in effect

    Hi,

    Welcome to the Microsoft forum!

Based on your description, I suggest you check if there are any mail flow rules that allow internal messages to bypass content filtering.

In Exchange Admin Center, mail flow ->rules->Edit:

Check each rule to see if there are related rules.

Also, you can check if there are any malware filter that can cause it. Protection->maiware filter->edit
